where to put custom css?

Where does one place custom css? I see the less files in the splash folder. But I am not figuring out yet which file I can just add css to. thanks Matt

That works, but does this mean that the css is not pre-processed and compiled? I suppose it is cached. Thanks

We are using less to style for the theme. it will be compiled to css by drupalexp framework. Thanks!
