No page.tpl.php ??

You don't need use code for add a new region to the theme.

Our theme framework had provided this function. You just drag & drop for add new region.

Go can go to: Appearance -> Settings -> Jollymess. At there you can build theme layout. It very simple, just drag and drop :)

I need to create a region in page.tpl.php with blocks displayed like in the uploaded image. Note that the blue squares are all blocks.

How do I do this with your theme layout manager?
