Tried contacting support, but no response, so trying here...
We are running on Centos 7, using PHP 7.2.17. We have tried both adding the theme to existing sites, as well as starting from scratch with the demo theme - but without success.
Here are the issues we have (so far):
Fatal crash in provided rules module. It seems it doesn’t work with php 7.2. Patching can work around this, but is an issue for future updates.

A very large number of modules we don’t need seem to be required by this theme (like blog, commerce, etc). 44 of them.
Setting the theme as the admin theme causes errors. For example, admin/appearance/settings/jollyness shows:
* Notice: Undefined index: theme_settings in drupalexp_form_system_theme_settings_alter() (line 26 of .../sites/all/themes/drupalexp/theme-settings.php). * Notice: Undefined index: logo in drupalexp_form_system_theme_settings_alter() (line 27 of .../sites/all/themes/drupalexp/theme-settings.php). * Notice: Undefined index: favicon in drupalexp_form_system_theme_settings_alter() (line 28 of .../sites/all/themes/drupalexp/theme-settings.php). * Layouts don’t appear. * Left side menu on screen is reverse to the theme (black on white, while right side is white on black). * Drupal core options don’t show.
If we don’t use the theme as admin, then every time we switch to an admin screen there is a jarring dark to white transition.
Even simple operations such as adding content are not themed correctly in dark mode. The quote and body text entries are large white text entry areas (they should be dark).
All menus embedded in pages are white background (not matching dark theme).
Essentially, dark mode does not work properly at all.
We require a theme with both dark and light modes, that is responsive to mobile, tablet, and desktop clients. We like Jollyness for this, but cannot get it to work. Any suggestions?

The cause of problem is some of modules has been out date and need to upgrade. We have upgraded theme packages to version 7.x-2.4 with Drupal core and all modules verison up to date. Please download again.

I am able to update the modules myself, and apply patches as necessary. However, that doesn't solve the problems I mentioned.
I tried to download and setup a new demo site with your demo content, but nothing has changed. Still the same issues.
For example: Set Jollyness as the admin theme, and then go to appearance / settings / jollyness. You can see the layout display does not work.
That is just one example. Many others issues.

There should be some sort of support that needs to be provided even in older versions.
