I need to allow anonymous reviews of product displays

I need to allow anonymous reviews of product displays. How do I accomplish this? I gave anonymous users the permission to rate products with fivestar, but it doesn't achieve the effect I want. You can see the problem here: squallpublishing.org/horace. Click "reviews" and you'll see a blank bar, no way to post a review. Thanks in advance for your help.

I have all permissions for comments (except administer comments and comments settings) enabled for anonymous uses, plus the fivestar rate permission, but it still doesn't let anonymous users post reviews. I cleared cache. Doesn't work.
