Block titles not shown (SOLVED)

I've done a local installation via a profile and also pulled in the Drupalexp modules and theme only onto my live server. There are two interesting issues occurring. One is that no block titles are shown, regardless of region, on the live site (titles are there with multiple other themes). Via Firebug I see that there is no h2 title being included but I cannot determine why. On the local site, as you'd expect, everything is fine. Also, if I go to admin/appearance/settings/jollyness on my live site, the tab for "Drupal core" is completely empty, with no options. Any ideas what might be causing these problems? Thanks for an otherwise great theme.

I wasn't using media module for anything and so it wasn't on my server, much less enabled. I decided to at least put it on the server, and even without enabling the module the block titles magically reappear. I have no idea what the connection is but that's what did it after multiple installations and removals of the theme, manual clean-ups on the database. Maybe that will help someone else if they have this problem.
